Devon County Council (DCC) have advised Salcombe Town Council (STC) that it is DCC’s policy to explore pay and display on street parking as an alternative to the existing limited waiting areas. DCC propose that changes will be advertised for each of the eight communities in Devon, including Salcombe, as agreed by DCC cabinet in November 2022. The exact extent of DCC’s scheme will be agreed by DCC Director of Climate Change, Environment and Transport in consultation with DCC Cabinet Member for Highway Management.
The draft area plans are attached for reference here. You will note that the proposals only relate to the current limited waiting areas as shown on the drawings.
DCC have explained that the benefits of pay and display to ensure a healthy high street include: enhancements to parking enforcement and compliance measures, encouraging turnover, promotion of more walking and cycling in town, reduced congestion and improved air quality, more availability of parking opportunities for visitors and residents and more time to enforce parking restrictions elsewhere in the town. A 30 minute free period in all areas will encourage shorter stays, raise turnover and footfall.
On 6 October 2023, STC resolved, on the understanding that DCC are going ahead in spring 2024 with a proposal to introduce pay and display on-street parking in Salcombe, to go to public consultation with the community and stakeholders on a number of points, including but without limitation, time periods, seasonality, free periods, paid periods and no return periods.
